The Air Force Civilian Service (AFCS) is looking for Full-Time Acquisition Program Managers (NH-1101-03 (GS-1101-12/13 equivalent)) to work at Air Force Materiel Command (AFMC) in the Air Force Life Cycle Management Center (AFLCMC) at Wright-Patterson AFB, OH. Salary Range: $90,178 to $139,407 Recruitment, Retention, and Relocation incentives may be available. Positions are located at WPAFB and are not eligible for Remote work. Telework may be available.

This is designated Drug Testing Position (if applicable) Education requirements (if applicable) Certifications/Licensure (if applicable) DAWIA Certification (if applicable) Financial Management Statement (if applicable) Must be able to pass a pre-employment physical (if applicable) Develops, implements and controls contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle for which no closely related precedents exist. Plans, organizes, directs, and coordinates activities of functional specialists including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics. Represents the organization at executive levels within the Government and to contractor/industry representatives. Prepares, presents, defends, and interprets staff studies to the supervisor and other management officials. Provides technical guidance, advisory support, and assistance in system/subsystem engineering, manufacturing, quality assurance, data configuration management, contracting, financial management, test/evaluation, and other technical functions. Serves on and leads Integrated Product Teams and working groups composed of various functional disciplines engaged in developing and recommending acquisition streamlining proposals and implementation plans. Provides continuous assessment/evaluation of overall program goals, objectives, strategies, performance to ensure a sound basis for long-range acquisition program management processes and follow-on system life cycle support planning. Plans, organizes, and directs the activities of the organization with responsibility for the development of a segment of an Air Force program of national significance. Makes periodic and comprehensive assessment and evaluation of program goals, objectives, which will provide a basis for long-range planning to enhance the organization's management capabilities. Works in conjunction with the contracting officer to approve terms and conditions set forth in contract negotiations, contracting plans, budgets, and changes to the scope of work to be done by the contractor. DUTIES MAY INCLUDE FOREIGN MILITARY SALES (FMS): Develops, implements, and controls contractual, financial, and technical aspects of assigned country FMS program(s) through designated phases of the acquisition cycle. Plans, organizes, directs, and coordinates FMS activities of functional specialists within the command in the development of Letters of Offer and Acceptance (LOA) and acquisition of materiel and services. Manages, monitor, evaluates, and coordinates FMS country portfolio with consideration for all elements of acquisition and sustainment. Represents the organization and higher management echelons and provides status information on assigned projects/programs, as required, in high level meetings and discussions with senior government officials, both within and outside the DoD. Prepares, presents, defends, and interprets staff studies to the Program Director and/or other management officials. Occasional travel – You may be expected to travel for this position.
