The City of Gresham has an opening for a Senior Code Compliance Inspector.

The Senior Code Compliance Inspector independently manages complex code compliance cases working closely with Gresham Police Department and Homeless Services. The Senior Code Compliance Inspector is distinguished from the Code Compliance Inspector due to the sensitive, police-involved nature of the cases assigned and the higher degree of independent case management including an advanced level of knowledge and experience, independent judgment, and decision-making.This position includes frequent opportunities to work in the field and with the public to achieve compliance with City codes and improve community livability.

Position Description

The Senior Code Compliance Inspector position is the senior level position in the Code Compliance Inspector series. The Senior Code Compliance Inspector manages police-involved code compliance cases, working closely with police, homeless services, and other city staff in complex field scenarios to bring problem properties into compliance through a cross-departmental approach. The Senior Code Compliance Inspector independently manages complex code cases from start to finish including issuance of civil penalties and abatement of violations when necessary. The Senior Code Compliance Inspector also coordinates the daily work of the code compliance team, advises code staff on enforcement, and frequently communicates with the public on code cases that are elevated.

The Senior Code Compliance Inspector reports to the Community Services Manager and collaborates daily with law enforcement and staff in the code, homeless services, and rental housing teams.

What you will get to do:The Senior Code Compliance Inspector investigates and manages cases related to citizen complaints concerning police-involved or homeless services related code violations. The Senior Code Compliance Inspector also serves a leadership role within the code compliance team. The key responsibilities are:Code Compliance Leadership - Provide daily leadership to the code compliance team including coordination of caseloads, advising on complex issues that arise and ensuring consistency of staff work/service to the public.Management of complex code & abandoned vehicle cases - Managing police-involved property cases – collaborating with law enforcement, communicating with reporting parties and property owners throughout the process to achieve an efficient resolution to the violations. This includes boarding up unsecured properties, issuing civil penalties and managing abatement of violations to resolve outstanding violations.Internal, Interjurisdictional & Community Liaison for Code Compliance - Represents code compliance in inter-jurisdictional settings, frequently collaborating with partners – Gresham PD, Homeless Services, County, state, railroad, utilities - to resolve issues in the community. Ensures that cases that involve abatement warrants are executed correctly according to code. Presents to neighborhood groups and associations to provide information on property maintenance code, to seek input on issues, and to encourage community members contact code compliance with any concerns.Resolve sensitive issues for division - Serving as an exemplary public servant providing sound advice, and resolution to internal and external customers regarding complex code enforcement issues.Legal/Procedural Coordination - Analyzes local laws, ordinances, regulations, policies, and procedures to ensure compliance; conducts analysis on best practices and trends; formulates recommendations on policies, procedures, performance standards, and operational issues.

QualificationsMinimum Qualifications:Associates degreeThree (3) to six (6) years of experience in municipal code enforcement (including property and vehicle cases), law enforcement, people experiencing homelessness or related workValid driver's licenseGood driving record (based on our driving matrix described below)Physical ability to perform the essential functions of the job with or without reasonable accommodationAny combination of five (5) to eight (8) years of education and experience which provides the required knowledge, skills, and abilities is qualifying.

Preferred Qualifications:Prior experience in law enforcement or working collaboratively with law enforcement

DRIVING MATRIX: You will be disqualified from this process if you possess any of the following driving infractions: A major traffic offense or accident (where fault was established as yours) that results in death or major injury.Driving under the influence (DUI) offense within the last 5 years.Have more than 3 moving violations within a 3-year period or more than 2 within a one-year period.Have more than 2 accidents (where fault was established as yours) within a 3-year period.
