MANAGER with Security Clearance

Duties * You will supervise and lead a team of computer scientists and engineers in the managing, planning, and execution of development and maintenance projects to deliver software and information technology systems. * You will collaborate across division and departments, to team with the division's and department's supervisors to collectively solve organizational problems and prioritize investments. * You will lead, develop, and sustain partnerships with federal, state, and private industry organizations, such as Warfare Centers, University Affiliated Research Centers, universities, and private industry partners. * You will perform a full range of supervisory duties such as define, review, and revise policies, procedures, organizational design, and objectives to promote team building, and to implement quality and efficiency improvements. * You will develop, sustain, manage, and improve the technical capabilities assigned to the branch and ensure the continued relevance of branch capabilities to the Navy's current and future missions and mission areas. * You will supervise and lead branch government personnel in their respective disciplines; develop and implement effective contractor support and contractor feedback strategies. * You will develop, implement, and manage professional growth and training programs that improve technical, capability, professional (e.g., project management), and supporting "soft" (e.g., briefing) skills. * You will identify the training, skills, qualifications, etc. required at each paygrade/level. * You will develop and manage workforce shaping strategies accounting for existing and future work profiles, customers, and requirements. * You will develop and sustain positive relationships with managers, supervisors, the workforce, and labor relations organizations. * You will ensure that the health of capabilities is developed, maintained, and improved through, but not limited to having sufficient staffing levels (capacity) with the required knowledge, skills, and abilities. * You will provide the necessary infrastructure (e.g., training, qualification, facilities, computer networks, information technology applications) and making focused investments. * You will utilize appropriate metrics (branch-developed or implement department/division metrics), statistics, and other analytical tools to assess and monitor the health of branch capabilities and take appropriate actions against the assessment. You will be subject to random testing. * This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS-12 and GS-13 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer or scientist with experience in software development and project management; experience in embedded system development; strong understanding of software development methodologies, programming languages, and software architecture; excellent leadership and communication skills to effectively manage their team and communicate with stakeholders; sound knowledge of technical principles and requirements in decision-making; experience in authoring policies, reports and plans (e.g. operating procedures, critique reports); preparing work schedules and determining methods for expediting workflow; and proactive and collaborative technical leadership with other engineering organizations/roles.
