Contech Control Services is seeking team-oriented professionals able to provide project Safety Instrumented Systems (SIS) engineering support to a client’s Capital Projects Groups for the Houston region. The regional locations are the following manufacturing sites: Bayport, Channelview, Houston Refinery, La Porte/Pipeline.

Primary Duties and Responsibilities:The SIS Discipline Engineer is part of a Regional Capital Projects Discipline Engineering Group supporting engineering, design, and installation of scope for site capital projects. The position interacts with other disciplines and groups on site, corporate technical networks and peers, and vendors/suppliers as needed to successfully implement and startup new equipment installations and revamps. The position is responsible for engineering activities and the development of technical deliverables to meet the schedule, scope, budget and quality requirements of multi-discipline projects. Will typically support multiple projects valued at up to $20MM TIC each:

Provides project discipline engineering support on project teams towards the successful completion of projects as assigned so that they are successfully completed and meet the objectives.Works with design resources both internally and externally to achieve designs that are cost effective and technically sound so that all projects are designed efficiently, cost effectively, and have operability against the up-front project objectives.Collaborates and engages all other disciplines either internally or externally towards the successful completion of all projects.Responsible for following the Capital project process and meeting the Delegation of Authority (DOA) policy so that all projects can meet internal and external audit criteria and the sites remains in DOA compliance. Working through the Capital Project Checklist and documenting all phases of the project process.Works closely with subcontract engineers and/or designers to coordinate their activities and to ensure the subcontractor's work is checked and the standards and quality are in accordance within standards, guidelines, and customer requirements.Prepares or reviews/approves specifications for purchase of materials and equipment.Performs periodic design reviews; ensures designs, including all SIS engineering drawings, technical specifications, calculations, and programs, follow specifications, codes, regulations, and contract requirements. Ensures technical and quality standards are maintained.Documents and maintains all communication that impacts technical decisions.Assists in reviewing estimates of probable costs for construction at various stages of design.Participates in the development of criteria for and evaluation of equipment, technical material suppliers, and technical service providers.Consults with peers at the site and across the company.Leads SIS Lifecycle for SIS project front-end phases (SIS portion of premise development, Safety Requirement Specifications (SRS) development, design & engineering, installation, and validation).Provides guidance to and coordinates with SIS contractor for development of or modifications to Safety Requirement Specification (SRS).Leads the development of control logic Functional Specifications used to support integration of automation and operator control logic into DCS systems for capital projects.Supports the review of the alarm rationalization aspects for capital automation projects.Ensures detailed design and installation in accordance with SRS and ANSI/ISA-84.00.01-2004.Provides final check and approval of detail instrument and electrical design drawings, as well as instrument specification sheets.Supports the development of procedures for Factory Acceptance Tests (FAT) and Pre-Startup Acceptance Tests (PSAT) of project installed or modified SIS.Supports function tests, PSAT, FAT, PSSR and startup activities and ensures proper documentation and data integrity of function testing, FAT, PSAT, red-lines, etc.Coordinates SIS validation (new installation and modification) activities and resources with Operations and Maintenance teams.Ensures proper documentation and data integrity of SIS validations (new and modification).Supports training of Ops, Maintenance and Technical personnel in regard to new or modified SIS.

Process Safety: Support and participate in plant safety goals.Manages risk to the achievement of an organization’s strategic objectives in the areas of environmental health and safety, asset capability, quality, and production.

Principal Accountability:Safe, technically sound and economical SIS engineering designs.Timely completion of contract engineering and vendor document reviews.Company representative for factory acceptance testing and site acceptance testing.

Authority:Approval of Safety Instrumented System engineering design documents.Final acceptance of vendor inspection and test plans.

Requirements:The requirements for this role include, but are not limited to, the following

Bachelor’s degree in engineering (Electrical or Instrument preferred) or equivalent experience.Safety system certification (ISA, TUV)Ten (10) years or more of relevant experience in the refining, petrochemical, chemical process, or power generation industries is preferred.Strong interpersonal leadership skills are critical due to the requirement for effective communication of complex issues across the organization as well as for mentoring and consensus building.Excellent oral, written, presentation, and interpersonal/rapport building skills necessary to work effectively as a team member, and to plan/coordinate processes for results.Must be results oriented and able to drive to technically sound decisions.Strong commitment to safety, a high level of personal integrity, and dedication to conducting business in an ethical way.Exhibits an understanding of business drivers, management of change requirements, project management processes, and construction workflow.The individual must have or develop basic proficiency in the following areas with the ability to develop into a subject matter expert in particular areas:Strong working knowledge of the National Electric Code (NEC)Able to demonstrate a strong working knowledge of the ANSI/ISA-84.00.01-2004 (IEC-61511) standard.Knowledgeable of electrical requirements of industry codes (i.e. IEEE, ISA, and NFPADemonstrated experience that proves working knowledge of Safety Instrumented Systems design, construction, commissioning and testing (including Factory Acceptance Tests (FAT) and Pre-Startup Acceptance Tests (PSAT))Demonstrated ability for organizing and tracking a high volume of detailed information that impacts own work.Ability to apply computer software tools (SAP, Microsoft Office, AutoCAD)

Working conditions are as follows:Type: Full Time.Standard Hours: Monday – Friday.Overtime: Occasionally.Range: Permanent.Travel: 20%Rate: $60- $90 per hour
