Job Summary
This position is location in the Department of Energy and Environment (DOEE), Environmental Services Administration, Rail Safety and Emergency Response Division. The mission of DOEE is to protect the environment, conserve natural resources, and improve the quality of life in the District of Columbia. As the nation's capital city, the District will become a model of environmental protection and sustainable environmental practices. In partnership with other District agencies, the federal government, business groups, non-profit organizations, and residents, the department will help instill environmental awareness through innovation and best practices.
Duties And Responsibilities
Serve as the chief advisor and program management expert regarding implementation of DC Emergency Response Plan (DERP). Ensure DERP issues are handled by appropriate agencies through coordination of DOEE staff efforts. Coordinate DOEE and other agency responsibilities with DC Homeland Security and Emergency Management Agency (HSEMA). Ensure that all DOEE environmental, energy, occupational health and safety, and emergency initiatives and activities are covered within the DERP. Coordinate final changes and updates within the DERP.
Ensure implementation and maintenance of integrated programs of emergency management activities for DOEE and coordinate with the DC Office of Risk Management environmental risk management program initiatives. Act as the coordinator for DOEE program personnel who may be responding to an uncontrolled release of oil or hazardous substances. Act as DOEE lead coordinator and technical advisor to the District Incident Commander during a response to a release of oil or hazardous substances. Review and refine policies affecting the handling of environmental emergencies within the District of Columbia to ensure the safety and/or evacuation of citizens.
Qualifications And Education
Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.
Licensure/Certification
Incumbent is required to possess a valid driverβs license.
Work Environment
Work is performed in an office setting and field environment.
