Job Summary
This position is located in The District of Columbia State Athletics Association (DCSAA). The District of Columbia State Athletics Commission (DCSAC) is responsible for overseeing interscholastic athletics programs. DCSAC provides oversight and guidance to local educational agency's (LEA) who offer high school sports programs in the District of Columbia. The DCSAA is made up of public schools from the District of Columbia Interscholastic Athletic Association, DC Private Schools, and Charter Schools from various conferences to include Washington Catholic Athletic Conference, the Independent School League, and the Mid-Atlantic Athletic Conference. DCSAA is responsible for planning, coordinating, and administering Districtwide athletic competitions between member schools and their student athletes. The incumbent of this position is responsible for planning, developing, and implementing dedicated training for any individual officiating and coaching under the DSCAC.
Duties And Responsibilities
Incumbent has overall responsibility for providing professional advice in the identification and coordination of DCSAA training and organization development for Coaches and Officials. Incumbent serves as the DCSAA sanctioning official, manages the operations for ensuring certifications for Interscholastic Coaches, and league member athletic personnel. Incumbent assists in the organization and implementation of the golf, wrestling, swimming, and lacrosse championships. Assists in the organization of other championship events as needed and is responsible for creating and updating Rules Bulletins for golf, wrestling, swimming, and lacrosse. Facilitates the design, updating, and production of digital and print collateral including game programs, applications, information sheets, publications, video, podcasts, and signage. Incumbent reviews agency content for compliance with District Government and agency style guide and best practices. Represents agency at select events and meetings and on task forces and working groups. Incumbent is responsible for creating a middle school championship series which includes public, private, and charter middle schools. Has overall responsibility to create bylaws for participation in middle school sports. Incumbent is responsible for hosting middle school sports/ activities information meetings and focus groups. Establishes, coordinates, and regulates the Coaches and Officials Certification programs that are regulated by the DCSAA guidelines. Formulates initial draft material for training programs for consideration and approval by Director of DCSAA and DCSAA. Oversees and evaluates training programs, evaluates training program qualification tests and determines eligibility of prospective attendees. Ensures adequate assessment, planning, and implementation of training and professional development services are compliant with DCSAA regulatory requirements as it relates to coaches and officials training and developmental needs. Coordinates and schedules appropriate facilities and classrooms and prepares and distributes training aids, instructional materials, handouts, evaluation forms and visual aids.
Ensures the physical setup of required materials, audiovisual equipment, and test administrators and/or facilitators are confirmed and assigned. Provides administrative support and utilizes organizational skills to contribute to the efficient and cohesive operations of the DCSAC. Responsible for ensuring individuals have appropriately obtained the required background and safety checks as mandated by law. Certifies and coordinates officials for all interscholastic athletic events in the District of Columbia. Incumbent serves as the Sanctioning Official for interscholastic athletic events held in the District of Columbia under DCSAA. Ensures all Coaches under DCSAA have met the required continuing education classes as mandated by the Association. Recruits new officials for DC interscholastic events and coordinates and/or facilitates training prior to official sanctioning. Manages the operations for all game day related activities to include coordination of security personnel, Office of Chief Financial Officer ticket takers, medical personnel, public address, statisticians, national anthem singer, Reserve’s Officers Training Corps (ROTC) color guard, etc. Prepares benchmarking reports, highlighting information about best practices that work in other jurisdictions for the regulation and oversight of educational institutions offering Interscholastic Athletics. Organizes task forces, of internal and or external experts or stakeholders, to address program and certification concerns and issues that may impact the different entities and interests of the public education system. Conducts fact-finding research to include contacting appropriate officials from educational institutions, accrediting associations, as well as other state agencies, and representatives of national, governmental, and regional educational policy research organizations. Utilizes quantitative and qualitative methodologies to report program statistics and to achieve goals and objectives. Develops and presents findings to assist the Director in formulating and implementing policy and procedure initiatives. Advises on research programs, policy and decision documents prepared for consideration by the Director and other senior level staff. Performs other duties as assigned.
Qualifications And Education
Undergraduate and Graduate Education: Major study -- general recreation, or one of the appropriate fields of recreation such as outdoor recreation; recreation and parks leadership; wild land recreation management; natural resources recreation; youth recreation; public, urban, or community recreation; special populations recreation (e.g., senior citizens, institutional, etc.); or physical education.

Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade in the normal line of progression. Experience that demonstrated the ability to apply the principles of one or more specialty areas of recreation. Examples of qualifying specialized experience include:
Planning, organizing, coordinating, supervising, or evaluating community, industrial, outdoor, institutional, or other recreational programs.Planning, establishing, or evaluating a recreational curriculum for junior college or higher academic levels.Instructing in the principles and techniques of recreational program planning and management.Serving in a leadership role in the programs and activities of local, regional, and/or national recreational organizations.
