CONSULTANT - BROADBAND

JOB SUMMARY: The Consultant will utilize their experience, research, technical and communication skills to deliver solutions to clients. The Consultant works with the ECC team, elected officials, government entities, community leaders and businesses to identify and develop solutions focusing upon the availability, deployment, and adoption of broadband in communities.

ESSENTIAL FUNCTIONS: Partner with and provide leadership to community leaders to identify issues with respect to broadbandavailability, adoption, and develop a vision with plans to resolve. Develop and implement effective Broadband strategies and collaboration opportunities. Assist in development of a Statement of Work (SOW) for projects and deliver against SOW objectives. Support development of effective proposals and responses to RFP’s (Request forProposals) as directed. Perform primary research including discussions, interviews and interactions with client, vendor, government, and other personnel as required. Effectively engage in secondary research including independent identification andvalidation of secondary research sources including publications, databasestores, statistical abstracts, transcripts, referenced Internet sites et al. Carry out quantitative research including data mining, data generation, creation offinancial and operational models and performing value and risk analysis. Implement qualitative research including performing market research and collectingbusiness (business, technology, government, regulatory) intelligence (Porter& Miller/Heiman experience preferred). Create, modify, and update ECC project plans as needed or required. Support the consolidation of the findings to (a) present to a client and (b) developsolutions as required. Work with local, state, and federal departments to identify, secure and manage grant& opportunities. EDUCATION& EXPERIENCE: · Minimum BA/BS degree from an accredited university. · A minimum of five (5) years of relevant experience in Grant and/or business plan development, high level business to business sales, or an equivalent combination of related work experience with Broadband Development, training and/or education sufficient to successfully perform the essential duties of the job isrequired. · PMI Project Management Certification, a plus. Functional Skills: · Proficient knowledge of Microsoft Office Suite (Word, Excel, PowerPoint), Adobe Acrobatand baseline Microsoft Windows file management components. · Must have the ability to effectively use Internet browsers such as Edge, Chrome, or Firefox. · Ability to manage multiple, concurrent projects with intermittent start-stops in adynamic environment. · Experience in and knowledge of the telecommunications and broadband industry. Knowledge and Experience Base · Understanding of baseline financial components relative to non-residential entities including journal transactions, charts of accounts, and financial statements (including transaction flows). · Proven relationship management skills and the ability to work with all levels of staff in theCompany, as well as client representatives. · Ability to handle confidential and time sensitive information with good judgment anddiscretion. · Understanding of the usage of key data focused technologies including networks, servers,SAAS, and serverless environments. ADDITIONAL EXPERIENCE (Preferred) · Experience working in Google Earth Pro. · Experience working with project management software such as Smartsheets or MS Project. PMI Project Management Certification, a plus. · Experience in working with GIS applications. · Experience in primary and secondary research including baseline, competitive and otherstructured analysis environments. · Experience with state and federal grant programs including application and award processes.
