📋 Role Overview & Responsibilities

Position Description

The roadway maintenance manager manages staff and contractors that provide routine roadway maintenance performed on the Harris County Toll Road Authority (HCTRA) system. Monitors and oversees day-to-day roadway maintenance progress, personnel, work sites, and equipment in assigned areas of the toll road. Manages employee work hours and creates employee work schedules. Ensures that routine maintenance and other projects are completed on time and within budget. Oversees and ensures maintenance yards are organized, in good condition, and stocked of necessary equipment and supplies. Assists in inclement weather preparation and procedures.

Duties And Responsibilities

Reviews pending work tickets; manages and coordinates staff and contractors on scope, budget of work, pending projects, issues, and/or events. Oversees day-to-day roadway maintenance progress and the condition of personnel and equipment in assigned areas of the toll road system. Oversees, manages, and ensures maintenance yards are in organized, good condition, and supplied with appropriate equipment and materials. Manages assigned staff, contractors, and vendors providing routine roadway maintenance on the HCTRA system. Trains and provides instruction to assigned staff; prepares and delivers performance reviews; provides constructive feedback on performance, ongoing mentorship and support, and develops plans and strategies for continuous improvement. Manages employee and contractor work hours to ensure projects are completed in a timely and efficient manner; manages contracts and ensures contract compliance. Collaborates with upper management and/or other departments and relays policy, procedure, and any contract changes to staff. Manages and coordinates inclement weather event preparation and procedures.

Requirements

Education and Experience

High School diploma or equivalent. Minimum of eight (8) years' experience in roadway maintenance, construction, construction inspection, and/or facility maintenance. Two (2) years of management experience. Work experience may be substituted for management experience.

Knowledge, Skills, And Abilities

Intermediate knowledge of Microsoft Office and computer skills. Excellent leadership, training and motivational skills; Good interpersonal, listening and problem solving skills; excellent written and verbal communication skills Adaptable and must have good time management,and organizational skills with the ability to prioritize in an ever changing environment Strategic thinker who is forward thinking and exhibits accountability and reliability Has the ability to solve a variety of problems in situations where only limited, standardization exists. Tasks require comparing alternative course of action and making a decision, subject to approval from upper management.

Physical Demands

This position requires driving, sitting, and walking. Sedentary work - Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.

General Information

Position Type And Typical Hours Work

This is a full time position. Days of work are Monday-Friday. Hours may vary based on business needs of the departments. Weekends when necessary.

Work Environment

Working in an office environment; working in an outdoor environment; possible exposure to inclement weather or various temperature changes; possible exposure to loud noises in the environment. May be required to work before, during or after an inclement weather event where environmental conditions on the way into and from work may be dangerous, i.e. high water.

Reporting Relations

Reports To Position: Assistant Director of Roadway Operations & Maintenance Supervises Positions: Maintenance Inspectors, vendors, routine maintenance contractors

Employment may be contingent on passing a drug screen and meeting other standards.
