This position is responsible for the full-time administrative and field support of the HSE program to ensure compliance with applicable mandates, requirements, standards, and regulations. The position is responsible for coordinating the planning, establishing, implementing, and maintaining a variety of health, safety, and environmental programs to assure the highest possible degree of safety for employees.

Duties/Responsibilities:Maintains training & certification files for various databasesPerforms & enters all the Safe Work Observations (SWO)Leads, prepares, coordinates, and executes periodic safety meetings in the fieldIndependently performs training & on-going training compliance and data management associated with various HSE requirementsCoordinates the field personnel physicalsAssists with the coordination & recordkeeping of the worker medical monitoring programEnters new hire data in the appropriate databasesPrepares project-related HSE documents including project HASP’sPrepares online HSE field data recordkeepingManages the data associated with near misses; incidents; stop works & safe work observations supporting the HSE managerPerforms recordkeeping of select Medical Monitoring, Training & Certification filesAssists in the formulation & maintenance of a document control system for HSEManages the sub-contractor HSE qualification document programIndependently drafts preparation and presentation of the Activity Hazard Analyses for each projectManages the data that will be generated from the transition to digital HSE forms & assists with the preparation of trend reportsAssists with the administrative support for the on-going HSE metrics required by ISNetWorld & AvettaInteracts with the NorCal office to promote the administrative enhancement of the HSE program regarding documentation & evidence of complianceProvides administrative support for the development and implementation of additional HSE training for superintendentsSupports the development of a written Environmental Management program and the respective document controlKnowledge/Skills/AbilitiesRobust knowledge of the HSE regulations and construction industryFamiliar with Behavior based safety programs and Health and Safety PlansGeneral knowledge of safety management and OSHA general industry safety orders in the civil engineering/environmental remediation construction market sectorUnderstanding of Industrial Hygiene, COC awareness and related action levelsDetail-oriented; proficiency for accuracy; dependable; positive attitude; team playerStrong MS Office experience and data entry proficiency for developing and using spreadsheets and/or databasesAbility to multi-task and take ownership of assigned projectsAbility to lead by example and work in a collaborative team environmentAbility to assess a wide variety of personalities and proportionally interact & engage to accomplish agreed upon objectivesStrong communication skills, both written and verbalClear & convincing ability to coach; train and guide field construction personnel on the jobsite & in the classroomSolid organizational skills with a passion for detailProactive attitude and high level of self-motivation requiredMust be proficient in English speaking and writingEducation/Traininga Bachelor’s degree or 5-8 years equivalent industry experienceand knowledgeable within an engineering & intense environmental construction acting environment arenasKnowledge of the Health, Safety & Environmental construction field preferredOSHA #30/500 and 510 – Occupational Safety & Health Standards for the Construction IndustryOSHA 40-HOUR HAZWOPER

Physical Demands:Ability to travel in and around Southern California and job sites on a routine basis to perform essential HSE functionsAbility to climb or descend stairs while carrying equipment (weighing up to 10 lbs.)Work Environment:The Health & Safety Field Officer works both indoors and outdoors throughout the year.
