Office of Chief Counsel, IRS, seeks enthusiastic individuals to serve taxpayers fairly and with integrity by providing correct and impartial interpretation of the internal revenue laws and the highest quality legal advice and representation for the IRS. Duties

The Associate Chief Counsel, Procedure & Administration located in Washington, DC, comprises approximately 100 attorneys and 80 support personnel. The primary work areas provide legal services in federal tax procedure and administration. The office's responsibilities include legal issues arising out of the assessment and collection of federal taxes, bankruptcy, ethics, abatement, credits, refunds of federal taxes, disclosure of Freedom of Information Act (FOIA) and Privacy Act matters, and judicial proceedings which include technical electronic discovery (eDiscovery) litigation support. As a Paralegal Specialist you will: Process requests for background file documents and underlying written determinations and select documents to be disclosed to the public pursuant to provisions of 6110. Examine Freedom of Information Act (FOIA) requests and coordinate searches for documents maintained within the National Office of Chief Counsel. Make determinations of a judgmental nature regarding requests for document delays. Research and assist in the preparation of legal opinions and formulated advice on a variety of legal tax problems. Draft and redact non-legal memoranda, research reports and correspondence relating to cases. Perform legal research using automated systems and research tools. Develop and perform queries, run reports and retrieve documents from internal sources. This is not an all-inclusive list.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify for this position of Paralegal Specialist, you must meet the qualification requirements listed below by the closing of this announcement: For GS-11: Specialized Experience: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience redacting documents and examining or processing Freedom of Information Act (FOIA) requests. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-9). OR Education Substitution: You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Taxation/Tax Law. OR Combination of Education and Experience: You may qualify by a combination of experience and education. Options for qualifying based on a combination are identified in the online questions. NOTE: If qualifying based on education, your transcripts will be required as part of your application package. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.
