Position summary: JMT is seeking a highly motivated Traffic Section Head to lead and grow the traffic section in Eastern PA, while collaborating with offices across Pennsylvania. Based in the Fort Washington Office, the successful candidate will be a technical leader in traffic engineering and be required to engage in business development activities including proposal writing as well as fostering existing and developing new market opportunities. Responsibilities also include managing and designing a variety of traffic related projects and services. Established client relationships are also expected.

The successful candidate will be well-versed across the traffic engineering discipline with demonstrated modeling, design, and project management experience in traffic planning, analysis, and design. The successful candidate will be expected to effectively oversee and mentor staff and perform, coordinate, and manage a variety of traffic related engineering projects or task assignments including but not limited to traffic signal plans, signing and pavement marking plans, crash analysis, planning studies, traffic analysis and studies and maintenance and protection of traffic plans. Work may also include roadway lighting and Intelligent Transportation Systems (ITS) plans. Coordination with clients, contractors, outside consultants, government agencies and project stakeholders is also expected.

Develop a strategic growth planEstablish and grow market presence in area through marketing and business developmentLead and contribute to the production of proposalsServe as a technical expertise resource to project managers and technical staffPerform performance reviews for staff based on input from project managers on assigned teamsMonitors schedules, budgets, accounts receivable and manpower requirements and prepares invoices.Develop Project Management plans for assigned projectsEstablish project pricing and budgetsCreate and maintain project schedulesDevelop and maintain project specific quality plansDevelop and coordinate project scopeManage subconsultantsParticipate in client presentationsOversee and manage assigned staff working on projectManage all technical resources on the project teamDevelopment of extra work order requests and open-end contract task proposals

Required Skills

Candidates must be capable of working on multiple projects in a dynamic, fast-paced team oriented environmentExcellent written and oral communication skills are a mustApplicant must have a general understanding of design and plan preparation using MicroStation, Open Roads Designer, and various applicable traffic engineering software packages, and be proficient in MS Office and ProjectWise.

Required Experience

Job requires minimum 10 years of experience in traffic engineering design, planning and analysisBSCE from ABET accredited engineering programPennsylvania Registered Professional EngineerFamiliarity with the policies, publications, and practices of PennDOT and the PA Turnpike CommissionExperience with PennDOT Central Office and the PA Turnpike Commission as well as experience working with PennDOT District offices across the state.

Preferred Experience

Certified Professional Traffic Operations EngineerCertified Road Safety ProfessionalExperience working with local clients at the county and state levelExperience using one or more traffic analysis and simulation modeling softwareSupervisory experience

Working Conditions

Work is performed within a general office environment. Work is generally sedentary in nature, but may require occasional standing and walking. Lighting and temperature are adequate and there are no hazardous or unpleasant conditions caused by noise, dust, etc. within the office environment. Field work is required on occasion where work may be conducted outside in heat/cold, wet/humid. and dry/arid conditions. Some lifting (up to 25 lbs.) may be required as needed.
