The Summer Olympic and Paralympic Games will be hosted in Los Angeles, California in 2028, returning to the United States for the first time in over 30 years. 2028 will be the first time LA hosts the Paralympic Games, creating an opportunity to expand awareness, understanding and inclusion of people with disabilities.

Director, National Committee Services (NCS)

The Director, National Committee Services (NCS), will be the head of relations and services for the 206 National Olympic Committees (NOCs) and 183 National Paralympic Committees (NPCs) while also leading the NCS team in playing a pivotal role in ensuring seamless coordination between LA28 Organizing Committee and these critical stakeholders. The focus of the NCS team will be on delivering high standard services to NOCs/NPCs, in accordance with the standards outlined by the New Norm. Collaborating closely with all Games-operations functional areas, such as the Olympic and Paralympic Villages, Sport, and Athletes, the NCS team will undertake various responsibilities to meet the needs of NOCs and NPCs. This includes managing athlete and NOC/NPC requirements at the Villages, overseeing the Chef de Mission Programme, and facilitating visits and Welcome Days for NOCs and NPCs. Serving as the primary liaison, the NCS team will ensure alignment of policies, procedures, and services across all LA28 functional areas with the needs of NOCs and NPCs. Additionally, the NCS team will cultivate strong and inclusive relationships with NOCs and NPCs based on principles of universality, trust, and non-discrimination.

Key Responsibilities

Defining and validating service levels for NOCs / NPCs and their athletes across key functional areas within LA28 and in accordance with the New Norm standards Establishing and leading a multicultural and professional team responsible for relations and services to participating NOCs/NPCs. Leading the NCS department with a focus on strategic direction, administration (including budgeting and human resources for the region), and overall management.Defining, implementing, and coordinating the NCS strategy within the overall vision of the LA28 project, in collaboration with the Chief of Athletes, and taking into account the IOC and IPC's interests. Administering active participation of NCS in all phases of operational planning for all Olympic and Paralympic villages. Developing and managing a comprehensive communication program for NOCs/NPCs on all topics related to the preparation and participation of athletes and team officials in the Games.

Specific Projects and Deliverables

Before the Games

Organize Open Days for NOCs/NPCs and NOC/NPC visits in coordination with other relevant departments starting from Q1 2025. Develop the Extranet for the 206 NOCs and 183 NPCs. Define and manage the travel grants program for NOCs/NPCs in close coordination with IOC and IPC Manage the project for the allocation agreements of NOC/NPC spaces in the Village. Assess and manage the NOC bed return program. Develop and implement the NOC/NPC assistant program, including recruitment, selection, training, and management of several hundred high-level volunteers assigned to NOC/NPC delegations. Collaborate with the IOC, IPC, and Accreditation, and Sport teams to optimize the delegation registration process. Organize and facilitate NOC/NPC Chef de Mission seminars. Present progress reports of LA28 at continental meetings and NOC/NPC general assemblies.

During the Games

Oversee delegation registration meetings Ensure the successful delivery of services from all functional areas to NOCs/NPCs, including the NOC/NPC Services Center in the Olympic and Paralympic Village. Facilitate meetings of Chef de Missions regarding the NOC/NPC assistant program management. Coordinate communications and problem resolution with the LA28 Main Operations Center

After the Games

Ensure settlement of accounts between LA28 and the NOCs/NPCs. Produce and deliver knowledge transfer documents.

Background & Qualifications

Past Olympic and Paralympic Games experience is preferred Minimum 10 years of relevant experience (preferably at least 5 years in a leadership position) working directly with NOCs and NPCs Proven track record of leading the planning and delivery of large-scale, complex operations across multiple project phases including contract negotiation, planning, readiness, and operation. Skill working with senior executives and building cross-functional partnerships and influencing stakeholders across multiple functional areasExperience working within a complex, cross-functional organization Strong communication skills both written and oral Ability to identify issues, analyze problems, and think creatively and innovatively to develop solutions-based approaches Experience creating, developing, and refining business process and structure Extremely detail-oriented with excellent organizational skills High EQ and strong interpersonal skills with a proven track record as a relationship builder A high energy level, entrepreneurial spirit, and the ability to manage through a period of growth and change Demonstrated commitment to Diversity, Equity, Inclusion, and Belonging An understanding of accessibility issues and experience in accommodating the specific needs of Paralympic athletes and committees.

The annual base salary range for this position is $150,000.00 - $170,000.00. The pay scale provided is the range that LA28 reasonably expects to pay as starting base compensation for this role. All LA28 compensation remains subject to final determination based on individual candidate qualifications, experience, or other reasonable criteria consistent with LA28’s operational business needs and applicable law.
