The State Highway Administration (SHA) is seeking to fill an executive service position as a Division Chief of Classification & Compensation (Administrator VI) in the Office of Administration (Baltimore City). This position is only open to current State of Maryland employees who meet the preferred qualifications listed below.

This position will serve as the Division Chief for State Highway Administration's (SHA) Classification Division within the Office of Administration (OOA) with primary responsibility for all activities associated with classification and compensation. This position will provide expert consultation to SHA mid and senior level management on classification related initiatives and will be responsible for developing and implementing these activities. The Division Chief will be responsible for classification studies conducted on SHA positions and has final signatory authority for classification actions on those classifications identified as delegated and makes final recommendations to The Secretary’s Office on non-delegated classification actions.

This position will develop and administer the classification module(s) of SHA’s internal human resources training and oversees other training initiatives as needed. This position also serves as a business partner to SHA's leading and/or assisting in initiatives, process improvements, and policy amendments in relation to human resources activities.

QUALIFICATIONS:Preferred Qualifications

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six (6) years of experience in administrative staff or professional work. Three (3) years of professional HR work in the areas of either job analysis, job evaluation, salary administration, or employee recruitment and selection. One (1) year of supervision or program development experience.

The candidate will possess the following:Strong verbal and written communication skillsStrong attention to detailStrong interpersonal skills, tact and diplomacyCertification in PHR, SHRM-CP, CCP or other relevant HR certificationAbility to develop creative and innovative approaches for building an elite classification & compensation strategy that drives overall organizational effectiveness

Notes:1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

  • Candidates may substitute the possession of a bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
  • Candidates may substitute the possession of a master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

LICENSES & CERTIFICATIONS:Candidate must possess a driver's license valid in the State of Maryland.
