📋 Role Overview & Responsibilities
JOB SUMMARY
The EquityOfficer (EqO) will report directly to the Commission and the Chief ExecutiveOfficer on health equity relatedmatters. The EqO is primarily responsible to carry out the strategic work ofEquity throughout the organization byperforming duties personally or through the management of subordinate staff. The EqOwill provide leadership on equity, diversity, and inclusion on issuesaffecting the organization. The EqO will alsowork collaboratively with the Chief Medical Officer to achieve the goal ofequitable access and to reduce disparitiesin clinical care and quality outcomes. The work is varied and highly complexrequiring a high degree of discretion and independent judgment.
The EqO position is an at-willclassification unless otherwise provided for in an employment contract.
ESSENTIAL DUTIES & RESPONSIBILITIES
Provide leadership in the design and implementation of RHA’s strategiesand programs to ensure Health Equity isprioritized and addressed. Ensure all RHA policy and procedures consider Health Inequities and aredesigned to promote Health Equitywhere possible, including, but not limited to Marketing Strategy, Medical andother health services policies,member and provider outreach, Advisory Committees, Quality Improvement activities, including delivery systemreforms; Grievance and Appeals, and Utilization Management. Develop and implement policies and procedures aimed at improving HealthEquity and reducing Health Disparities. Engage and collaborate with internal and/or external stakeholders (i.e.RHA Administrative Services Partner,local community-based organizations, subcontractors, child welfare systems,etc.) to advance HealthEquity efforts andinitiatives. Implement strategies designed to identify and address root causes ofHealth Inequities, which includes but is not limited to systemic racism,Social Drivers of Health, and infrastructure barriers Develop targeted interventions designed to eliminate Health Inequities. Develop quantifiable metrics that can track and evaluate the results ofthe targeted interventions designed to eliminate HealthInequities. Ensures all applicable parties are receivingmandatory diversity, equity,and inclusion training. Involved ina formal Quality Improvement and Health Equity Transformation Program for theRHA, its administrative servicesprovider, and participating healthcare providers. Serves as a liaison between the RHA and direct contracting providersand providers contracting through the RHA’s administrative services provider. If applicable, serves as the RHA Chief Health Equity Officer if and/orwhen it is required by RHA to have such adesignation. Ensures the privacy and security of PHI (Protected Health Information)as outlined in RHA’s policies and procedures relating to HIPAA compliance. Required to travelwithin US at the directionof the Commission. Other duties as required.
MINIMUM QUALIFICATIONS
EDUCATION
Master’s or bachelor’s degree in Public Health, Public Policy, SocialJustice, Sociology, Social Anthropology,Human Resource Management, Psychology, Counseling, Organizational Development, or a relatedfield Required
EXPERIENCE
Experience addressing health equity, health disparities, and socialdeterminants of health in medical and/oracademic environments Experience addressing intersecting dimensions of diversity includingrace, color, culture and ethnicity, languagedisability, sex, socioeconomic background, protected veterans’status, religion, sexualorientation, and gender identityand expression Familiarity with working in healthcare or academic environment andexperience specific to health equity At least two or more years of successfully leading, developing, andimplementing evidence-based equity,diversity, and inclusion strategies, programs, and tools at small and/or large,complex organizations At leasttwo or more years related experience in community health, public sector health,social service delivery systemsor human resources At least two or more years clinical experience in the practice ofmedicine in fields related to a managed care setting preferred At least two or more years clinical experience in the practice ofmedicine with Medi-Cal and/or Medicare populations preferred Two or more yearsof medical administrative experience preferred
KNOWLEDGE, SKILLS & ABILITIES
Administrative practices andprocedures (including but not limited to equity, diversity, inclusion, quality assessment and improvement,utilization review, peer review, credentialing, health plan member grievances, and risk management Rules, regulations, policies, and standardsrelated to managedcare Principles of effectivesupervision and organization Methods, techniques, practices, principles, and literature in the broad field of medical sciences Overview of the highly specialized techniques, procedures, andequipment used in the medical or surgical specialties Strong skills in identifying, planning, leading, and executing appropriate and successful healthcare business strategies tomeet changing organizational and community needs and regulatory requirements
