Job Summary

The Safety Lead is responsible for assisting the Deputy Director of Safety Assurance and Promotion and the Director of SMS and Safety Oversight in designing, implementing, and monitoring the Authority's safety programs, policies, and procedures. This position will recommend feasible corrective action plans to improve safety programs, policies, and procedures.

These major initiatives include but are not limited to Internal Safety Audits, Employee Reporting Programs, Hazard Tracking, Corrective Action Plan development, Safety Management System (SMS) implementation, Safety Rules Compliance, Field Audits, and Hazard Follow-up. Implementation of these initiatives is accomplished through collaboration with and mentorship of the Safety Assurance Team, as well as coordination with internal MBTA departments and external regulators, including the Department of Public Utilities (DPU) and the Federal Transit Administration (FTA).

Duties & Responsibilities

Act as the subject matter expert, overseeing the performance of safety activities, conduct assessments of safety programs, including field inspections, procedure, and policy reviews to identify areas of improvements and corrective actions. Update policies and procedures as necessary to improve safety.Act as a team lead by guiding and mentoring team members to achieve their goals.Collaborate with the Deputy Director of Safety Assurance and Promotion to establish and implement team strategies and work plans.Run team meetings and facilitate open communication between team members.Monitor team performance and provide feedback to team members to improve their skills and productivity.Assist the Deputy Director of Safety Assurance and Promotion in coordinating team activities, delegating tasks, and ensuring timely completion of projects.Mentor members of the Assurance and Promotion team to ensure completion of assigned tasks,Will ensure the implementation of the SMS initiative per regulatory mandates.Act as the process lead on the annual Internal Safety Audit Program to ensure MBTA departments adhere to the responsibilities outlined in the MBTA Safety Plan. A minimum of three departments must be audited each year, and all MBTA departments that conduct safety-related activities must be audited at least once every three years.Prepare, edit, and disseminate monthly reports as needed covering topics such as the status of projects and initiatives, CAP status, Field Audits, Hazard Reporting.Assist in creating, coordinating with appropriate departments and regulators, tracking, and closing Corrective Action Plans with the DPU, including ensuring that all related documentation is assembled and preserved.Assist in the development, assembly, follow-up investigations, and tracking of hazard data in the MBTA Hazard Tracking Log.Write, investigate, manage, and review safety assessments.Act independently and proactively to conduct assurance activities, including continuous monitoring of open hazards, CAPS, employee safety reports, and more.Act as a team lead and assist the Deputy Director of Safety Assurance and Promotion in managing, mentoring, and developing members of the Safety Assurance Team.Act as the lead for Safety Risk Mitigation processes.Assist the Deputy Director of Safety Assurance and Promotion in managing all open projects.Serve as a subject-matter expert and resource to outside business units on processes including Safety Risk Management and Safety Assurance.Suggest and develop improvements to existing processes and procedures as it refers to Safety Assurance and Promotion.Collaborate with other Safety Teams.Work may include weekend shifts with the ability to work any shift (1st, 2nd, or 3rd) assigned.Perform all other duties and projects that may be assigned.

Minimum Requirements & Qualifications

Bachelor’s degree in Safety, Urban Planning, Public Administration, Business, or related fieldSix (6) years of experience in the transit industry, regulatory compliance, Safety Assurance, data analysis and/or program auditingKnowledge/understanding of 49 CFR Parts 672, (Public Transportation Safety and 673 (Public Transportation Agency Safety Plan (PTASP)Demonstrated experience applying methods and techniques to mitigate safety issues by assessing safety hazards and ensuring corrective measures are followed.Experience applying safety knowledge through the facilitating and processing of safety programs and assessments.Effective organizational, analytical, confidentiality, quantitative, multi-tasking and time management skillsAdvanced skill-level in the use of Word, Access, Excel, PowerPoint, PeopleSoft and/or other database applicationsHandle sensitive and confidential information in an appropriate manner.Have excellent customer service, conflict resolution, negotiation, communication, speaking and writing skills.Have a valid driver's license.Ability to work all shifts and/or locations as assigned or directed; be available to work twenty-four (24) hours per day, seven (7) days per week.Ability to complete, apply, and adhere to concepts in safety training including but not limited to SMS Fundamentals, ICS 200, 200, 300, 400, 700, and 800 as well as courses offered on websites hosted by MassDOT, FEMA, and TSI within the first month of employment. Ability to complete a Public Transportation Safety Certification Training Program (PTSCTP) within three (3) years of employment.Have excellent customer service and conflict resolution skills.

Substitutions Include

A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor’s degree requirement.An associate degree from an accredited institution an additional three (3) years of directly related experience substitutes for the bachelor’s degree requirement.A master’s degree in a related subject substitute for two (2) years of general experience.A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience

Preferred Experience and Required Skills

A master’s degree in safety, Urban Planning, Business or Public Administration.Transit Safety and Security Program (TSSP) Certification.Public Transportation Safety Certification (PTSCTP) Certification.Additional years of experience in the transportation industry.Possession of a World Safety Organization (WSO) Certificate or equivalent.
