GS-13: This position has a selective placement factor (SPF) that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE). Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. If you meet this requirement, you must provide a copy of your current registration with your application. A copy of a wall certificate that does not show current registration status will not serve to verify you meet this requirement. GS-13: In addition to the SPF and basic requirements, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Serving as a Subject Matter Expert (SME) for environmental compliance products and services in support of drinking water, storm water, and wastewater. This requires technical expertise in complying with all drinking water, storm water, and wastewater environmental compliance regulatory and policy requirements [(i.e. Safe Drinking Water Act (SDWA), Clean Water Act (CWA), Overseas Environmental Baseline Guidance Document (OEBGD), Final Governing Standards (FGS), Navy Environmental Readiness Program Manual (OPNAV 5090)], and related regional and local environmental requirements; 2) Exhibiting mastery of advanced concepts, principles, and practices of environmental engineering to serve as a senior Subject Matter Expert (SME) for environmental compliance in order to develop technical requirements, prepare justifications, and/or provide technical expertise to leadership and other activities; 3) Applying a broad understanding of a wide range of environmental laws and regulations to be able to provide expert technical advice and assistance on the interpretation and applicability of current federal, state, regional, and local policies and directives; and 4) Applying expertise in working with environmental programs to review plans, designs, and specifications for improvement, alteration, and/or construction of facilities. For GS-12: In addition to the basic requirements your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Researching federal and/or state environmental laws/regulations in order to integrate environmental factors into facilities and operations; 2) Assisting higher graded engineers in interpreting environmental legislation and regulations to determine potential impact on facility operations; 3) Providing support for the planning, design and execution process to complete environmental projects; and 4) Gathering data and input for a wide variety of written studies, reports, procedures, plans, correspondence, and/or briefing materials to ensure effectiveness of environmental projects.
