Minimum Qualifications
Permanent transfer candidates: Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Health Program Administrator (G18); OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the Civil Service Law to a Health Program Administrator (G18), Health Program Administrator Trainee 1 (NS), or Health Program Administrator Trainee 2 (NS). NY HELPS*: To be eligible for a NY HELPS appointment, the candidate must have:
Health Program Administrator Trainee 1: A bachelor's degree or higher.
Health Program Administrator Trainee 2: A bachelor's degree and one year of experience in the administration, supervision and oversight of agency programs including the design, implementation, administration, management, operation, and assessment of program effectiveness. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Duties Description
The incumbent will coordinate with multiple OHIP program liaisons, Employee Support and Logistics staff to facilitate the onboarding and offboarding of all OHIP employees, including: creation of new user accounts, processing necessary drives and software title requests based off program’s requests, facilitating and scheduling of IT and Logistics resources to complete the process; Act as Logistics facilities coordinator for the 90 Church Street location; Coordinate with MARO staff for the health and safety items, including: CPR/AED trainings PPE supplies, fire and evacuation teams & documentation; Act as reasonable accommodation (RA) coordinator for the OHIP program - process and submit reasonable accommodation forms, coordinate procurement of RA equipment, facilitate scheduling and setup of RA equipment with Logistics and ITS staff; Maintain and update OHIP Staffing Space tracker and corresponding floorplans for all OHIP facilities in NYS on a weekly basis; Prepare and provide reports/pivot tables to report out space analyses to OHIP Executive staff; Oversee and direct any outside vendors and stakeholders during Construction reconfigurations and staff moves.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
