Minimum Qualifications
NY HELPS:Three years of experience performing clerical, keyboarding, or paraprofessional work in an office environment.
Permanent Transfer Candidates: Current New York State employee with one year of permanent or contingent-permanent service as an Administrative Aide (G-13), Agency Program Aide (G-13) or Program Aide (G-13); or one year of permanent or contingent-permanent service in a title allocated to G-11 or above eligible for transfer under Section 70.1 of the Civil Service Law.
Preferred Qualifications: Strong verbal and written communication; time management and organizational skills; and strong computer skills to utilize databases including the internal investigative management tracking system, Microsoft Office, Excel, Access, among other databases to gather necessary evidence.
Duties Description
Under direct supervision, the incumbent of this position is responsible for executing investigations into professional medical conduct using Public Health Law, State Education Law, and the policies and procedures of the Office of Professional Medical Conduct. Specific duties include, but are not limited to: Gather all relevant investigative and background material by locating the appropriate template letter and entering necessary information. Utilize relevant databases and internet searches. Generate written notification to physicians regarding their non-complainat status of the physician profile. Prepare to provide information verbally or in writing on how they can update their physician profile. Prepare appropriate interview offer template letter which complies with the requirements of Public Health Law 230 in providing notice to the licensee of the issues under investigation. Prepare for and conduct the interview with the subject licensee and issue a written report as defined in Public Health Law and in accordance with program policies and procedures. Prepare investigative report either for admininstrative closure or preparation for presentation to an Investigations Committee for supervisory approval. Conduct telephone/in-person interviews of complainants, physicians, and other health care providers. Draft templated correspondence to subjects of investigations demanding compliance with PHL Section 18. Obtain and review confidential data necessary to locate subjects of investigations. Document all investigative actions using iTrak database. Coordinate, prepare and participate in Hearings of the Medical Records Access Review Committee (MRARC) for denials of access to patient health information. Prepare and present cases before Investigation Committee of the BPMC. Prepare correspondence to complaints and physicians advising of disposition of case. Answer phone calls from public regarding their rights to access their protected health information.
