This position is assigned to the Juvenile Justice Central Office - Staff Development and Training Section located in Raleigh, NC.

Statewide and overnight travel is required occasionally to address Division training needs.

The Division’s Staff Development and Training Section aims to provide effective training programs and services for juvenile justice professionals, local, and state community partners. Training programs and services are designed to aid in employee job performance and productivity that further support juvenile justice philosophies and policies contributing to overall mission success. The position serves as a Division liaison working collaboratively with the North Carolina Criminal Justice Education and Training Standards Commission and the North Carolina Department of Justice. The Criminal Justice School Director is responsible for logistical and administrative aspects of criminal justice school operations, multi-course programs, and required reporting components.

The Criminal Justice School Director is responsible for

Supervising, coordinating, planning, and course implementation and delivery of Juvenile Justice Officer and Juvenile Court Counselor Basic Training Programs. Providing direct supervision of a team of five (5) Staff Development Specialists assigned to the basic training team, including the functional supervision of general instructors, professional lecturers, and adjunct instructors in the coordination of training schedules and activities. Prioritizing tasks and assignments, troubleshoots, and problem-solves minimizing potential risks and vulnerabilities associated with course delivery ensuring compliance with administrative rules and requirements for multiple site locations. Participating as an instructor and/or evaluator as required. Providing technical assistance and direct consultation to employees, contractual staff and community partners in law enforcement by establishing and maintaining effective communications. Analyzing needs and making recommendations for continuous process improvement for adult learning programs and services. Supporting the work of the Juvenile Justice Training Committee/Annual Training Review Committee to include developing annual course schedules and training objectives utilized in preparing course outlines, instructional materials, lesson plans and training modules. Monitoring and tracking quantitative and qualitative data as well as record retention. Additional duties and responsibilities may be assigned at the discretion of management.

The selected applicant MUST obtain the following credentials if he/she does not already possess them within 6 months from date of hire:

General Instructor Certification as well as CPR and First Aid (American Heart Association) Certification.Must also obtain any other required certification. Must possess a valid driver's license.

This is a full-time position (40 hours per week) with State Benefits .

The salary grade for this position is NC18. State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position. If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. Based upon these factors, a pay increase MAY result.

To qualify for this position, applicants must document on the application that they possess ALL of the following:

Possession of current General Instructor CertificationExtensive experience in the supervision, planning, coordination, course implementation and/or delivery of formal and/or informal training programs for adult learners.Extensive experience in accurately reviewing and/or editing course lesson plans, course objectives, examinations, assessments, course syllabi utilizing the Instructional System Design (ISD) model.Working knowledge of the NC Criminal Justice Education and/or Training Standards Commission administrative code, rules, and/or requirements.Considerable knowledge of theory, practices, and/or principles of adult learning and/or human behavior.Instructional or training experience teaching operational and/or procedural requirements of juvenile justice, the NC Department of Public Safety, or another state/local government entity.

Management Preferences

A minimum of 3-5 years of supervisory experience.One (1) year of Coordinator experience Possession of Restraints, Controls, and Defensive Techniques (RCDT) Instructor CertificationExperience interpreting policies and/or legislation for the successful implementation of training curricula. Experience applying analytical skills to troubleshoot and/or problem-solve a range of complex issues concerning adult learners.

Minimum Education And Experience Requirements

Master’s degree in a human service related field, such as Sociology, Psychology, Education, or Health Education; or a degree providing background in organizational analysis and management development, from an appropriately accredited institution with two years of experience in a progressive training role, which includes some administrative/coordinative duties in staff development, with two years being in the work area assigned, or a related program area;

or

Bachelor’s degree in a human service related field, such as Sociology, Psychology, Education, or Health Education; or a degree providing background in organizational analysis and management development, from an appropriately accredited institution and four years of experience in a progressive training role, which includes some administrative/coordinative duties in staff development, with two years being in the work area assigned, or a related program area; or an equivalent combination of education and experience.
