About NC Emergency Management(NCEM)

The mission of North Carolina Emergency Management is to enhance the State of North Carolina's resiliency levels by fostering active collaboration, communication, and coordination between local, state, and federal stakeholders, as well as maintaining meaningful relationships and providing services for private citizens and commercial entities. This is achieved through promoting strategies which support efficient and effective preparedness, mitigation, response, and recovery activities in response to threats from a variety of natural and man-made hazards. NCEM is part of the North Carolina Department of Public Safety.

About The Administration Section

The primary mission of the Administration Section is to provide effective and efficient support functions for the Division. These functions include Accounts Payable, Budget, Human Resources, IT, Applications Development/GIS, Preparedness Grants, Compliance, and the Responder Assistance Initiative.

The Grant Administrator position will have primary responsibility for management of federal and state non-disaster preparedness grant programs, to include assisting with grant applications, recipient/sub-recipient awards, processing cost reports/requests for reimbursement, monitoring recipients/sub-recipients, grant reporting, grant closeout, grant data entry, and maintaining grant records.

Job duties for this position include

Managing a portfolio of assigned subrecipients / project leads Developing state guidance to supplement federal guidance Facilitating, reviewing, and processing grant applications from state and local government entities Coordinating and conducting the Biannual Strategy Implementation Report (BSIR) for DHS/FEMA grants, and coordinating and drafting Investment Justifications (IJ) required for DHS/FEMA grants Serving as Grants Management Branch (GMB) grants technical advisor by recommending best policies and/or procedures to aid staff in effective and efficient grants management in accordance to government laws, ordinances, policies, and/or procedures. Assists supervisor with management of daily GMB operations, as directed Training & development of all Grants Administrator staff in managing non-disaster preparedness grants Assists in managing all cost centers for all grants managed by GMB, including budget micro-meetings and brief-backs, ensuring all grant awards are fully expended (but not overspent) by end of period of performance Representing GMB at internal NCEM meetings, and representing NCEM at external meetings with other State agencies, local and federal government, and at conferences/events Supporting grants management and compliance functions for numerous grant programs including: Emergency Management Performance Grant (EMPG) Homeland Security Grant Program (HSGP) State & Local Cybersecurity Grant Program (SLCGP) Nonprofit Security Grant Program (NSGP) Hazardous Materials Emergency Preparedness Grants Program (HMEP) NC Tier II Grants NC Capacity Building Competitive Grant Program (CBCG) Other NCEM administered programs Other duties, as needed, in compliance with applicable state policies and federal guidance / regulations

This position qualifies for teleworking on a part-time basis as part of a State Teleworking Program. Any telework will be under the conditions of the State Teleworking Program Policy, and the employer may end any teleworking arrangement at any time at the employer’s sole discretion.

If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. Based upon these factors, a pay increase MAY result.

To qualify for this position, applicants must document on the application that they possess ALL of the following:

Documented experience in the administration and/or management of federal and state grants Experience in reading, interpreting, and/or applying state and federal laws, regulations, policies and/or guidance in the area of grant management Experience coordinating and/or establishing relationships with grantors, recipients/sub recipients, internal and/or external stakeholders (i.e limited to phone calls, e-mails, meetings, briefings, presentations, reports, web-site & social media content, letters, memos and other written correspondence) to facilitate federal and state non-disaster preparedness grant programs. Experience with training and/or guiding other staff in managing grants.

Bachelors degree in accounting, finance, business administration, public administration, or a related discipline from an accredited institution;

or an equivalent combination of education and experience.
