Position Summary: The Director of Capital Planning oversees the coordination of resources and management and implementation of major projects that have significant impact to buildings. The Director will oversee small to mid-scale capital planning projects, new construction and restructuring projects. These projects are of an extremely sensitive and challenging nature and require accurate space information, extensive database management and sound public reporting. The projects are highly visible, both in the community and the media, and require a capacity to perceive and consider the legitimate contrasting needs of different constituencies. The Director will work cross-functionally with the senior leadership of the School Operations, School Readiness and Summer School Planning teams, Office of District Planning (ODP), Division of School Facilities (DSF), School Construction Authority (SCA), Office of Legal Services (OLS), and the Division of Early Childhood Education (DECE). Performs related work.

Key Relationships: Works closely with the Chief Executive of Operations, Chief School Operations Officer and other senior leaders across the division, such as SM, SCA, DSF, Division of the First Deputy Chancellor, and other New York City Public Schools (NYCPS) personnel and external partners.

Responsibilities

Oversee the development of project requirements in conjunction with end users, SCA and Directors of Facilities.Perform building surveys to support capital planning and restructuring efforts.Direct and coordinate activities to support the development of building utilization plans in compliance with legislative requirements.Conduct analysis of Bluebook data to reduce the number of overutilized buildings. Review project proposals or plans to determine time frames, funding limitations, procedures for accomplishing the project, staffing requirements, and allotment of available resources to various phases of project. Supervise project staff to outline work plans and assign duties, responsibilities, and scope of authority. Direct and coordinate activities of project personnel to ensure each project progresses on schedule and within prescribed budget.Review status reports prepared by project personnel to ensure each project progresses on schedule and within the prescribed budget. Track scopes for mid to large projects, timelines, and budgets.Manage office compliance tracking of the charter match program in accordance with Chancellorโ€™s Regulation A-190.Prepare bi-annual reports of all NYCPS owned and leased properties and associated data delivered to DCAS.Prepare annual report of all physical education space in NYCPS buildings delivered to City Council.Manage and utilize data from several sources to inform decision making. Standardize documentation and metrics to assess work accomplished to date.Represent Space Management at recurring meetings and report back to team members.Analyze building capacity and opportunities for capacity generation via capital funds available for classroom size reduction and D75 expansion.Act as Space Managementโ€™s point of contact for SCA Space Management Systems (SMS), database that lists function and assignment of rooms recorded by the Principal Annual Space Survey.Utilize data from SCA sources to inform decision making, such as Project Tracking System, Cost Estimating System, and Oracle Discoverer Viewer.Participate in ongoing coordination with SCA Capital Plan Management division, Offices of Space Planning, Accessibility, District Planning, D75 and more. Track past and upcoming projects for Chancellor priority district initiative.

Qualification Requirements

Minimum

A Baccalaureate degree from an accredited college and five years of full-time paid experience requiring general knowledge of construction and construction costs, electronic data processing equipment, telephone communications systems, building standards and leasing procedures, in the evaluation and layout of space in schools, office buildings and other structures used for educational, commercial and industrial purposes, at least two years of which shall have been of a supervisory nature; orHigh school graduation or evidence of having passed an examination for a high school equivalency diploma, plus nine years of full-time paid experience as described in (1) above, at least two years of which shall have been of a supervisory nature; orA satisfactory equivalent. However, all candidates must be high school graduates or possess the equivalent as described in (2) above and must have at least two years of supervisory experience as described in (1) above.

Preferred

Experience in a management and communications role within a large organization.Knowledge and understanding of overall organizational strategy. Ability to prepare written reports and make presentations clearly and concisely.Strong ability to implement policies and procedures on a department-wide scale. Success and talent when building a team and the ability to manage in a fast-paced environment where customer needs come first.

Salary: $119,449 - $131,394

(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
