Environmental Planner - NEPA

We are currently seeking skilled and energetic NEPA/permitting planners to join our team of experts in Richmond, Virginia.

As an environmental planner at RK&K, you will work with a multidisciplinary team to conduct/support project development, environmental analysis/compliance, interagency coordination, and public outreach services for infrastructure projects, particularly for compliance with the National Environmental Policy Act (NEPA). This full-time position will involve two important roles. For approximately 24 hours per week, the successful candidate would work directly as a staff augmentee for a key transportation client in the Richmond area. For approximately 16 hours per week, the successful candidate would support RK&K’s many other clients in Virginia and throughout the firm.

Essential Functions

Supports coordination among engineers, design teams and a wide range of environmental disciplines (e.g., cultural resources, natural resources, community resources, air, noise, and hazardous materials) to develop alternatives, assess and minimize impacts, and support decision-making.Performs NEPA and/or environmental compliance (environmental reviews) for public infrastructure projects by conducting research, tracking and organizing information, evaluating environmental impacts and alternatives.Develops NEPA and Virginia SERP documents, and other environmental documents including NEPA reevaluations and Section 4(f) evaluations.Serves as the environmental team lead and primary environmental point-of-contact for important projects, participate in project development meetings, and coordinate project milestone reviews. Reviews contracts and plan sets and advocate for options with an eye towards all environmental implications. Completes studies in compliance with NEPA, Section 106 of the National Historic Preservation Act, Section 404 of the Clean Water Act, Section 4(f) of the US Department of Transportation Act, and other related state and federal regulations.Coordinates with project clients, regulatory agencies, stakeholders and elected officials.

Required Skills/Experience/Education

Bachelor’s degree in Environmental Planning, Environmental Policy, Environmental or Biological Sciences, Urban Planning, Civil Engineering, or a related fieldThree (3) to Ten (10) years of experience with environmental assessments, community impact assessments, environmental permitting / analysis, transportation project development, transportation planning, or community/urban planningPrevious experience working on projects that require compliance with State and/or Federal regulationsExcellent verbal, technical writing, and computer skills, especially with Microsoft OfficeAdept at research and problem-solvingDetail oriented, energetic, and highly reliable with a strong work ethicOutstanding responsiveness to client and project needs

Preferred Skills/Experience/Education

American Institute of Certified Planners (AICP), Professional Engineer (PE), or other credentials, or intended advancement toward credentialsGraduate degree in related fieldExperience or understanding of geographic information systems
