📋 Role Overview & Responsibilities

SUMMARY: Principally responsible for overseeing and being directly involved in the life-cycle of contract development, negotiation, administration and developing pricing strategies for the company that align the company’s business strategy to the respective opportunity in full compliance with Government contract requirements. The ideal candidate takes ownership, embraces a “Client-First” attitude, enjoys the “doer” role, and has direct working experience in Federal government contracting, cost proposals, labor rate development and compliance programs.

Duties And Responsibilities

RFPs/Proposals: Engage in RFP/proposal reviews and provide insight and analysis to capture teams on contract terms and conditions and pricing considerations.Cost Proposals: Lead pricing strategy and cost proposal development, including development of labor rates and application of indirect rates. Set up necessary cost proposal templates applicable to given effort.Pricing Financial Review: Lead pricing financial reviews with Managing Principal and/or Capture Managers.Contract Development: Prepare and negotiate Prime Contracts, Subcontracts, Purchase Agreements, Consultant Agreements, Contract, and Task Order modifications; negotiate and approve rates and funds sufficiency.Contract Reviews: Organize and conduct periodic contract performance, contract budget monitoring and administrative compliance reviews.Contract Administration Support: Oversee maintenance of contract documents, including modifications, in electronic folders.Small Business Subcontracting Plans: Develop and maintain Small Business Subcontract Plans.Corporate Compliance: Lead compliance monitoring with respect to Federal contracting. Design and implement systems appropriate to Large Businesses for contract compliance.CMMC Compliance: Support implementation of CMMC compliance programs, including subcontract compliance.Certificates of Insurance: Obtain/distribute necessary Prime Contract COIs; maintain and administer subcontractor COIs.Project Set-ups: Upon award of new projects, review Contracts and Proposals, organize Project Start-ups and Kick-Off Meetings, and assist Project Controls to set-up projects in accounting system with appropriate billing rate tables.Project Budgeting: Engage with Project Managers to develop project budgets and billing projections at project initiation. Audit Support: Lead DCMA audit responses. Support DCAA, year-end and ad-hoc audits.Process Improvement: Continually work to identify and implement more efficient procedures and use of resources to improve workflow while maintaining a high level of accuracy.Other Duties: Perform other related duties as assigned.

SUPERVISORY RESPONSIBILIY: No immediate Direct Reports. Future Direct Reports depends on business needs.

Qualifications

Bachelor’s Degree in finance, accounting, or business administration required.Master’s degree in finance, accounting, or business administration preferred.10 years of progressive and related experience.Working knowledge of Federal Contracting and Cost Accounting Standards, the Federal Acquisition Regulation (FAR), and the Department of Energy Acquisition Regulation (DEAR) is required.Demonstrated ability to analyze complex contracts clauses and to develop complex cost proposals.Experience in project budgeting and financial analysis required.Expert Microsoft Excel skills required.Experience with Defense Contract Audit Agency (DCAA) and Defense Contract Management Agency (DCMA) strongly preferred.Experience with Small Business Subcontracting Plans strongly preferred.
