Director of Programs and Inclusive Economic Development Strategies With San Joaquin County's post-pandemic recovery underway and the infusion of state and federal funding accelerating the rebuilding of the nation's economies, our region has a unique opportunity to leverage public funding to support large-scale community investments. The San Joaquin Partnership seeks an inaugural Program Director to oversee its work focused on inclusive economic development strategies. This position will engage cities, higher education, and workforce development organizations to accelerate community-driven, climate, and workforce project development projects, corresponding with the regional economic recovery and transition strategies being developed throughout the California Community Economic Resilience Fund (CERF) Planning Phase.

About CERF:The California Legislature in 2021 enacted legislation to create the Community Economic Resilience Fund (CERF) to promote a sustainable and equitable recovery from the economic distress of COVID-19 across the state by supporting new plans and strategies to diversify local economies and develop sustainable industries that create high-quality, broadly accessible jobs for all Californians. Specifically, CERF would support communities and regional groups in producing regional roadmaps for economic recovery and transition that prioritize creating accessible, high-quality jobs in sustainable industries. San Joaquin, Merced, and Stanislaus counties have been designated as a region (the Northern San Joaquin Valley) for purposes of CERF. Duties and Responsibilities: ● Work with the CEO to organize and facilitate program needs for the Partnership and our external operations for inclusive economic development.● Designated iHub of San Joaquin liaison and assist with administrative tasks. ● Coordinate with the Director of Marketing & Membership and Director of Real Estate as needed for projects, campaigns, and operational tasks. ● Coordinate with agency partners (Edge Collaborative, SJCF) on operational tasks, programs, and external engagement. ● Coordinate collection of input, data, studies and information from stakeholder meetings and events.CERF Program Management ● Working in close coordination with the CEO, serve as the main point of contact for businesses, cities, higher education, and labor/trades in San Joaquin County to engage in CERF planning efforts to ensure robust and inclusive sector participation. o Connect with key regional stakeholders (businesses, chambers of commerce, economic development departments, etc.) and identify high priority private sector players to engage – ideally with significant influence and/or capital – that will draw businesses, investors, and others to participate.o Determine private sector resource offerings to support the mission of CERF in the Northern San Joaquin Valley (i.e. access to free trainings on economic development or finance for CBOs, augmenting planning budget as needs are identified, etc.) and coordinate with CERF Project Manager to align potential partners.● Relationship building and management, managing project budgets, internal/external communications, coordinating and providing logistical support for sector convenings, analyzing local sector economic needs, developing project plans, dashboards, and reports to facilitate communication with other stakeholders and lead organizations.● Facilitate a collaborative process of developing and maintaining project timelines, deliverables, and work plans; initiate, track, and coordinate multiple strands of activity to ensure that pre-planning efforts are progressing according to plan and in a timely manner, individually and in coordination with Edge Collaborative’s CERF Project Manager and CFOSJ’s Community Economic Empowerment Program Manager.● Assist and guide lead organizations through planning activities to support stakeholders; contribute to the development and use of tools, processes, and resources to ensure the accurate, timely, and cost-effective execution of work plans; manage resources assigned to projects to ensure success. CERF Planning and Grant Implementation● Meet regularly to collaborate with other lead organizations (Edge Collaborative, CFOSJ, and iHub) to develop a community-supported project pipeline, specifically building the following core competencies: o serving as a project clearinghouse across a range of community- and institutionally driven projects.o connecting public, higher ed, and labor stakeholders to community-supported projects.o on an as needed basis, serving as the fiscal/lead agent for projects seeking public investment.● Collect and manage information related to project proposals and advocates in support. ● Observe and report on discussions related to HRTC responses to proposals and leading projects. ● Develop and advance SJP’s knowledge management practices and tools to facilitate sharing approaches and information across organizations and regions. ● Host monthly meetings with the Countywide members of the HRTC.● Plan and coordinate cross-sector planning forums.● Coordinate with HRTC governance leadership and other local partners to develop economic recovery and transition strategies and implementation project plans for successful submission of the CERF Phase 2 proposal for the San Joaquin CERF team.● Other related duties as assigned. Qualifications and Required Skills

● Bachelor’s degree required.● Experience collaborating on Regional Initiatives and collaborating with regional stakeholders, business/philanthropy, CBOs, and educational partners. ● At least 3-5 years of experience in community engagement and outreach activities (grassroots development experience).

● Ability to think strategically at the process level, while keeping the big picture in mind.● Willingness to initiate and support tasks at all levels of the organization when necessary.● Attention to detail, ability to set, meet and enforce deadlines.● Strong oral and written communication skills and a high level of comfort communicating one-on-one, or in groups of both internal and diverse external constituents.● Able to work collaboratively in a team setting, while also being able to work independently and self-manage toward goals.● Ability to work in a fast-paced, highly collaborative environment and willing to cope and work well with occasional uncertainty and change.● Substantive knowledge of San Joaquin County and the Northern Central Valley region.● Commitment to systemic change and social justice.Excellent interpersonal skills with an ability to work in a team environment and with diverse groups of people.
