Job Description

Director V(DAC)

The Deputy Associate Commissioner (DAC) under the Associate Commissioner (AC) for Infectious Disease Prevention (IDP) Division will assist in the coordination and oversight of the agency’s public health mission, including directing the IDP Division Operations Business and Administrative Support functions, cross coordination activities and leading agency initiatives. Ensures optimal day to day performance of essential Division business functions and oversees daily operations. Supports the Division providing oversight and direction of planning, implementation, supervision and monitoring all operational activities of the Division. Provides support to the AC regarding oversight, coordination, and implementation of strategic planning for IDP Division. Represents the Division and the AC through involvement with public health partners, health departments, organizations, coalitions, and committees. Supervises staff in the Office of the AC and represents the Division on behalf of the AC by participating in executive and senior level groups, meetings, and on committees, task forces, and inter-agency and intra-agency workgroups as requested. Provides daily oversight to Division office staff, facilitates meetings, and communicates with internal and external public health partners to meet identified objectives. Has wide latitude for independent judgment, decision-making and direction of activities.

Essential Job Functions

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

(40%) Assists the Associate Commissioner (AC) for IDP Division in the management, coordination, and oversight of staff. Provides counsel and advice to the AC regarding strategic operations of community health programs and their impact, and planning. Leads the management of the day-to-day operations of the Division. Evaluates Division operations and makes recommendations to develop and implement process improvements. Formulates strategic solutions on matters involving infectious disease surveillance and response and advises accordingly. Provides leadership, guidance, and oversight to stakeholder groups and other groups that support the IDP Division. Works with Division leadership to implement solutions that will affect section staff.

(20%) Represents the AC at internal and external meetings and serves on committees, task forces, and interagency workgroups as requested. Will serve as back-up to the AC and lead executive meetings. Conducts quarterly review meetings of task forces. Attends workgroup meetings and brief AC of findings and outcomes. Provides leadership, guidance, and oversight to stakeholder groups, advisory councils, task forces, and other hoc groups that support the IDP Division’s mission, goals, and objectives.

(20%) Project management expertise on key projects and leadership of Division wide workgroups. Conducts periodic evaluations to determine if objectives are being met and reports finding and recommendations for improvements to the AC and agency leadership. Establishes goals and objectives and ensures effective facilitation of work teams. Works with the Section leadership to identify and resolve risks/issues. Holds regular Section leadership team meetings. Ensures deliverables are accurate, complete, and deadlines are met.

(10%) Plans, assign, and supervises the work of others. Directs, manages, and develops staff through review of performance data, consultation, training, and performance appraisal. Responsible for hiring and selection, assigning work, completing performance evaluations, recommending personnel disciplinary actions and scheduling and approving leave. Oversees Division staff activities. Provides budget oversight.

(5%) Coordinates with DSHS Office of Science and population Health, Center for Health Statistics, and Health Policy and Performance to ensure the integration of Division research findings, epidemiologic surveillance, data analytics, and scientific expertise. Ensures the regulations and standards are established and best practices are met through state and federal levels.

(5%) Performs other duties as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Knowledge Skills Abilities

Knowledge of state and federal laws and regulations relevant to department programs. Knowledge of principles and methods related to scientific research and data management, performance measurement, and data analytics. Knowledge of major information management programs within DSHS. Knowledge of principles of leadership and how to lead diverse teams. Knowledge of strategic planning and program management Knowledge of organizational and strategic planning and operations. Skill in developing management reports. Skill in managing multiple and competing priorities. Skill in leadership, communication, and public speaking, as well as developing presentations for Executive staff. Skill in working collaboratively and cooperatively with diverse groups. Skill in the use of computers, spreadsheets, databases, and Microsoft Office. Ability to direct and organize scientific, research, data analytics, and technological activities and establish goals and objectives that support the strategic direction of the Division. Ability to identify problems, evaluate alternatives, and implement effective solutions. Ability to develop and evaluate policies and procedures, prepare reports and communicate very technical information to be understandable to audiences that lack specific technical knowledge. Ability to maintain effective working relationships with diverse groups and individuals. Ability to implement and balance change, and to lead cross functional teams to implement new or improved work processes. Ability to establish goals and objectives. Ability to make independent and sound technical judgments. Ability to organize workload and set priorities Ability to plan, assign, and supervise the work of others.

Registration Or Licensure Requirements

Initial Selection Criteria

Experience in public health services/systems. Experience in development of policy, procedures and clinical standards and guidelines for client service delivery. Experience in budget management for health service delivery programs. Experience interpreting and applying federal and state laws applicable to health care and public health programs. Experience in managing multidisciplinary staff within the past five years. Experience in large IT projects for public health data collection. Master’s degree preferred.
