JOB DESCRIPTION AND POSITION REQUIREMENTS

We are searching for a Network Operations Manager to join our Information Technology Services Office at the Applied Research Laboratory (ARL) at Penn State University. This position will be responsible for leading and managing the Network Team to provide high-level network administration, development, and design assistance for all of ARL’s networks. ARL’s purpose is to research and develop innovative solutions to challenging scientific, engineering, and technology problems in support of the Navy, the Department of Defense (DoD), and the Intel Community (IC).

Responsibilities include

Lead and directly manage personnel and operations within the ARL Networking team, to include ensuring function, reliability, compliance, and secure configuration of ARL’s network infrastructureCollaborate with Infrastructure Manager and other ITS/Cyber leadership to mature enterprise IT architecture, capacity planning, service delivery, and securityServe as the top-level subject matter expert on analyzing network traffic and diagnosing/correcting network and performance issuesEffectively communicate with customers, designated vendors, and trade or industry organizations as necessaryDirect the testing and implementation of emerging technologies while applying security best practices, and required compliance measuresWork collaboratively with research and support offices as well as IT peers to enhance and support network servicesConduct risk assessments to determine residual level of risk and any required mitigations and set team priorities when responding to system and network security vulnerabilitiesPresent network security principles and technology solutions to diverse audiencesOversee the implementation of required policies, procedures, and configurations; make recommendations for improvements where neededGuide and train others in day-to-day operations and serve as a liaison between more senior management and direct reports

This position will be filled at the manager level. Minimally requires a Bachelor's Degree or higher, plus 8+ years of relevant experience, including 3+ years of supervisory experience ; or an equivalent combination of education and experience.

Required skills and experience include

Demonstrated experience in the enterprise level administration of next generation firewalls, remote access VPNs, and technologies supporting WAN/LAN switching and routingOperating and leading technical teams/projects in a high-security research computing environmentA current DoD 8570 IAT Level II certification, or higher (Security+, CASP+, CySA+). Also must have the ability to maintain this security related certificationA current, fully adjudicated TOP SECRET (Tier 5) clearanceMinimum of four years’ operating within a DoD type environment. To include knowledge in NIST/ISO standards, DoD directives, and regulatory requirements (800-171/53 and STIGs)Have a minimum of two years as a COMSEC technical administrator

Preferred skills and experience include

Knowledge and experience with Infrastructure Core Services: Active Directory management, Virtualization (VMware) administration, and maintenance of secure Windows and Linux serversPossess excellent communication skillsHighly motivated and ability to work independently to plan, identify problems, and produce results

Your working location will be fully on-site and located in State College, PA.

The salary range for this position, including all possible grades is:

$97,100.00 - $145,700.00
