The Marion County Health and Human Services Intellectual and Developmental Disabilities (IDD) Department is seeking an Oregon Needs Assessment to assist our mission in providing high-quality services for the IDD population.Duties will include conducting the Oregon Needs Assessment in English and Spanish, collaborating with service coordinators and individuals receiving services, and working closely with Oregon Developmental Disability Services. This is a full-time position, and workdays are Monday through Friday.GENERAL STATEMENT OF DUTIESFacilitates intake and eligibility determination for applying individuals; conducts independent functional needs assessments; and plans and carries out case management functions and other related work as required. Primary responsibility of this class is case management, facilitating intake and eligibility determination and administration of functional needs assessments. SUPERVISION RECEIVEDWorks under supervision of a Clinical Supervisor who assigns work, establishes goals, and reviews the results obtained for overall effectiveness. SUPERVISION EXERCISEDSupervision of others is not a responsibility of positions in this classification.Typical Duties

Meets the requirements outlined in Oregon Administrative Rule 411-415-0040(1).Training and Meetings: Attend all training and meetings required by the state Office of Developmental Disability Services to administer the Oregon Needs Assessment (ONA) and maintain compliance.
Assessment: Coordinate and administer the ONA for individuals enrolled in and receiving case management services through Marion County.
Records Review: Gather and conduct a thorough records review of client records prior to administering the ONA. Review may include but is not limited to Individual Support Plans; ISP Support documents; psychological, behavioral, medical, educational, and vocational evaluations and assessments; behavior data, and Individual Education Plans. After ONA is complete, ensure the most current ONA is shared with necessary parties and filed in client record.Consultation: Provide consultation and technical assistance to Service Coordinators regarding annual reviews of the ONA and or in determining when a new ONA may be necessary.Quality Assurance, Data and Reports: Work with CDDP QA Coordinator to ensure timely completion of ONA. Work with ODDS to ensure assessment reliability. Provide any data and reports related to ONA work requested by Supervisors, Program Manager, or ODDS.County Transfers:
Assist with transferring current ONA to new Case Management Entity when appropriate and provide consultation with regard to the completed ONA when necessary to support a smooth transition.Staff Meeting: Attend staff meeting and team meetings.Other duties as assigned by your supervisor.Response Level 2: In the event of an emergency, employee makes a reasonable effort to report to work. Employee may be required to perform duties outside of their regularly assigned duties. Employee may be requested to work an extended or flexible schedule. Staff at this response level must complete Incident Command System 100 and 700 on-line or in-person training.
Requirements for the PositionEXPERIENCE AND TRAININGFive years of education in a related field and/or paraprofessional experience/training consisting of serving individuals with a primary diagnosis of developmental disabilities within a residential, employment or case management service at a management or case management level; ANDKnowledge of the public service system for developmental disability services in Oregon; ORAny satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.SPECIAL REQUIREMENTSThis position provides services to monolingual Spanish-speaking individuals; therefore, fluent bilingual Spanish/English skills are required. An additional 5% will be added to the hourly wage as compensation for this skill. Finalist will be required to pass a verbal and written Standardized Spanish/English Fluency Assessment as part of the hiring process.Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business. Final candidates selected for this position will be required to pass a pre-employment drug screen, including testing for marijuana. Friday, 8:00 am5:00 pm, depending upon the needs of the department and program.KNOWLEDGE, SKILLS, AND ABILITIESKnowledge of and ability to act professionally in regard to a code of ethics and confidentiality.Working knowledge of developmental disability concepts, public service system for intellectual and developmental disability services in Oregon, including the Oregon Office of Developmental Disability Services structure, and related agency functioning; other social service agencies in the community.Advanced skill in coordinating and/or providing services to individuals with intellectual or developmental disabilities or another similar population.Ability to establish good working relationships with other employees, other agencies, and the public; prepare concise reports and document individual services in a timely and professional manner.PHYSICAL REQUIREMENTSDrives a motor vehicle to home visits and maintains an acceptable driving history; sees with depth perception; sits; stands; moves about the work area; bends forward; climbs 1 floor of stairs; lifts and carries up to 5 lbs. for up to 30 feet; operates a keyboard and computer; reads a 12 pt. font; speaks with a clear and audible voice; hears a normal speech level; may work in uneven area; potential exposure: lice, scabies, strong odors during home visits.Marion County offers a generous benefits package to regular employees working 50% or more of the regularly scheduled work week and their eligible dependents.
Temporary employees and part-time regular employees working less than 50% of the regularly scheduled work week are not eligible for benefits. Most regular positions in this classification are represented by Marion County Employees Association (MCEA).
