Scope of Work

The Environmental Engineering Manager will manage and oversee all regulatory and compliance aspects of air quality, hazardous waste, toxics, solid waste, petroleum oil and lubricant (POL), spills, stormwater and wastewater program requirements associated with USAFA and Geographically Separated Units (GSUs). Act as the focal point for supervising and preserving installation compliance status utilizing the most current versions of Air Force Instructions (AFIs), Federal, State, and local regulations. The Environmental Engineering Manager will review and approve environmental plans, verify plan changes as per new regulations and required format, review and approve permit applications, create and review compliance plans and other written submittals to the client and other governmental agencies in accordance with the Performance Work Statement (PWS).

Serve as the supervising manager and technical resource for air quality, hazardous waste, solid waste, POL, spills, stormwater, wastewater compliance assurance and permitting programs. Additional responsibilities include regulatory analyses and applicability of facility operations, oversight of the Environmental Management System (EMS) module and database input. The Environmental Engineering Manager retains advanced knowledge of air quality, water quality, Resource Conservation and Recovery Act (RCRA), hazardous waste, toxic materials, POL, regulations, AFIs 32-7001, 32-7002, 32-1067, and other applicable regulations affecting program compliance requirements.

Responsibilities

Ensures all applicable plans and permits are current and up to date with Federal, State, and local regulatory requirements. Additionally, will review AFI’s and other DoD requirements for specific plans, equipment and circumstances for compliance evaluations and plan format. Provides leadership and direction to the 10th Civil Engineering Squadron (CES) and KIRA management staff on air, water and waste related environmental compliance and permitting issues affecting USAFA operations. Provides guidance and direction for USAFA environmental permit preparation, renewals, regulatory compliance assurance and leadership to 10 CES and KIRA management covering air quality, hazardous waste, solid waste, POL, spills, stormwater, wastewater, toxic material compliance support and AFI regulatory guidance. Daily support for KIRA environmental program managers to enable and reinforce an environmental leadership approach to air, water and waste compliance management that includes training, coaching and support actions to sustain overall environmental operation excellence throughout USAFA. The Environmental Engineering Manager shall review all air, water and waste program plans for accuracy and provide direction for updating plans based upon USAFA installation policy changes, Federal, State, and local requirements. All environmental plans must be maintained in the approved AFCEC Template and managed in the T-EMP web page. Assure that air and water quality compliance data is entered in the Air Program Information Management System (APIMS), the Water Enterprise Tracking (WET) module, the Storage Tank Accounting and Reporting (STAR) module, and entry into eDASH, EASIER, and other government data bases. Support the KIRA Water Program Manager and government environmental personnel in managing compliance with Federal, State, local and AFI requirements pertaining to the Safe Drinking Water Act (SDWA), State Regulations pertaining to USAFA and GSU Public Water Systems. Lead investigations for environmental incidents pertaining to agency issued Notice of Violations (NOVs) for the USAFA air permit, NPDES permits, or other water non-compliance actions, or spill events. Develop and implement purposeful approaches for corrective actions, managing agency responses, reviews, and support government compliance reporting. Review training presentations and provide direction to environmental program managers. Oversees environmental program managers and specialists work tasks by tracking specific objective performance metrics. Provide program manager support for managing contractor scope of work related to air, water, and waste regulatory compliance tasks. Review and oversee annual (Tier I and II) Toxic Release Inventory (TRI) reports and the Emergency Planning Community Right to Know (EPCRA) Section 313 inventory reports. Provide program manager support for compliance with the Oil Pollution Act (OPA) including the Spill Prevention Control and Countermeasure (SPCC) plan and all applicable Federal, State, and local regulations and DAF directives. Manage and oversee compliance actions for hazardous and petroleum spills on USAFA including documentation, notification, agency reporting and cleanup activities. Liaise and interact with Federal and CDPHE Agency representatives during facility site inspections and participate with government waste program audits. Provides timely and high-quality deliverables to client. Deliverables for each specific medium are identified in the PWS. Maintains regulatory required certifications necessary for successful performance in their respective areas of expertise. Provides timely and high-quality deliverables to client. Minimum Requirements

Must have prior experience as an environmental team lead, managing permit and regulatory compliance efforts for air, water, and waste media. Must have experience in building and maintaining a team, building relationships, demonstrated ability to be innovative, problem solving, decision making and critical thinking skills. Must have at least 10-years’ experience in environmental compliance programs in two or more media types including air quality, water quality, hazardous waste management, fuel and storage tanks, and toxic material management. Must have experience with managing/handling/storage of hazardous waste, spill response and cleanup activities. Must have current 40-hour Hazwoper training. Must have previous experience with collecting environmental samples, identifying laboratory analyses, interpretation/evaluation of laboratory results and managing corrective actions to achieve regulatory compliance. Experience in either DoD, Government Service or Contract Support is desirable. Applicable certifications and knowledge of federal, state, and local environmental laws and regulations in their respective medium is highly desirable. Excellent written and verbal communication, interpersonal, and analytical skills. Social skills and professionalism necessary to establish and maintain long-term working relationships with government personnel and co-workers. Knowledge of office automation software (MS Windows, MS Office, including PowerPoint, Word, Access, and Excel) required. Must be able to successfully complete a National Agency Check with Inquiries (Tier 1) background check. Must maintain licenses and/or credentials required for this position. Ability to speak, read, and write English. Must be able to work independently and interact well with others in a team setting. Must be capable of working under tight time constraints in a high-volume environment with multiple priorities. Highly motivated, flexible organized and must be detail oriented. Strong customer service and interpersonal skills. Must be able to maintain ability to access government worksite. Must have practical knowledge of worksite safety, occupational hazards and standard safety practices. Must be able to perform duties under adverse weather conditions (extreme cold / heat, etc.). Outside work in winter, summer, rain, sleet, and snow and on uneven terrain – side hills and slopes. Must be able to work alternate and extended shift schedules when necessary to meet the mission requirements of the customer to include weekends and holidays. Must be able to perform on-call duties when necessary and report to work within the required timeframe from notification. Must possess the ability to work in a team or alone and be able to change jobs on short notice. Must have and maintain a valid state driver’s license to operate a company vehicle. Must have a safe driving record, as defined by Company policy, to operate a company vehicle. Must be able to successfully complete a drug/alcohol test and a criminal record check.
