The Environmental Compliance Inspector (ECI) series inspect industrial and commercial facilities for compliance with federal, state, and local regulations and permit conditions related to pretreatment, pollution prevention and sanitary storm water requirements. Inspectors provide education and outreach to the permitted and general business community. Inspectors take follow-up action, including appropriate enforcement actions which comply with the District’s Enforcement Response Plan (ERP). Inspectors also review and evaluate permit applications, issue permits, calculate fees, perform sampling activities, prepare a variety of manual and computerized reports, and interact with industries, other agencies, commercial establishments, residential customers, and other regulators.

EXPERIENCE AND EDUCATIONKnowledge of: Common laboratory analysis, sampling and flow measuring methods, equipment and apparatus and their uses; principles and methods of industrial and municipal wastewater treatment; safety methods, procedures, practices, and precautions related to the work; principles of chemistry and bacteriology; basic arithmetic, including fractions, decimals, proportions, and percentages; basic mechanical principles; pretreatment regulations and principles of pollution and storm water compliance.

Skill in: Reading, interpreting, applying, and explaining procedures, rules and regulations, and laws relating to water and wastewater; conducting environmental compliance inspections; interpreting a variety of physical, chemical, microbiological, and bacteriological tests on water and wastewater; compiling data; writing clear and concise report, memos, and correspondence; reading gauges, meters and recording instruments; making arithmetic calculations.

Ability to: learn basic hydraulic and environmental engineering concepts; read engineering drawings; interpret rules, regulations, and laws relating to water and wastewater; understand and carry out oral and written instructions; deal cooperatively and effectively with the public; industrial, commercial and residential customers; other agencies; and District employees; maintain accurate and complete records; accurately observe situations and report observations; work with small mechanical and electrical equipment, learn to operate District-specific computer programs.

Interpersonal Effectiveness: must be able to work effectively in a team0based organization focused on continuous improvement; establish and maintain a positive customer service attitude and effective working relationships with internal and external customers; demonstrate strong two-way communication skills, including the ability to listen, explain and facilitate; ask for input, offer help without being asked, accept suggestions, work with others to solve problems, and provide recognition and encouragement.

EDUCATION AND EXPERIENCE: Any combination of training and experience that demonstrates that a person has obtained the required knowledge and is able to perform the required work (with reasonable accommodation, if needed) will be considered. A typical way to obtain the required qualifications would be:

Equivalent to an Associate’s degree in chemistry, biology, environmental science, engineering or water/wastewater treatment operations; and One (1) year of experience in the following areas or their equivalent as a water treatment/distribution operator, wastewater treatment plant operator, laboratory analyst in water/wastewater, collections Inspector, developmental services/engineering in a wastewater treatment plant, facility Inspector in sampling, inspecting, enforcing, or chemical testing relating to environmental control. A bachelor’s degree in physical or biological sciences, environmental studies, or a closely related field is highly desirable and can substitute for one (1) year of experience.

Note: Possession of a California Water Environment Association (CWEA) certification in Water treatment/distribution, collections, or laboratory quality; or a State Water Resources Control Board (SWCB) operator’s certification, may substitute one year of experience.

Environmental Compliance Inspector I: One (1) years of responsible work experience in a related field involving environmental inspection and analysis of wastewater and/or wastewater treatment operations.Possession of or ability to acquire within 12 months of hire, a Grade I Environmental Compliance Inspector Certification issued by the California Water Environment Association (CWEA).

Environmental Compliance Inspector II: Two (2) years of responsible work experience in a related field involving environmental inspection and analysis of wastewater and/or wastewater treatment operations.Possession of a California Water Environment Association (CWEA) Environmental Compliance Certificate Grade II is required.

Environmental Compliance Inspector III: Four (4) years of responsible work experience in a related field involving environmental inspection and analysis of wastewater and/or wastewater treatment operations or two (2) years of experience equivalent to Environmental Compliance Inspector II with an Agency.Possession of a California Water Environment Association (CWEA) Environmental Compliance Certificate Grade III or higher is required.

ADDITIONAL REQUIREMENTS:Possession of a Class C driver’s license required by the State of California, Department of Motor Vehicles, to perform the duties of the position. Continued maintenance of said driver’s license in compliance with established District vehicle operation standards, and the ability to be insured for the operation of District vehicles. The California Sanitation Risk Management Authority (CSRMA) driving standards are conditions of continued employment.Any licenses and certifications must be maintained during employment.Willingness to work outside typical District hours, including evenings, weekends and holidays as needed.All District employees are, by State and Federal law, Disaster Service Workers. The roles and responsibilities for Disaster Service Workers are authorized by the California Emergency Services Act and are defined in the California Labor Code. In the event of an emergency, any employee of the District may be assigned to perform activities which promote the protection of public health and safety or the preservation of lives and property. Such assignments may require service at locations, times, and under conditions that are significantly different than the normal work assignments and may continue into the recovery phase of the emergency. If a “Local Emergency” is declared during an employee's shift, employees will be expected to remain at work to respond to emergency needs of the community. If a “Local Emergency” is declared outside of the employee’s shift, employees must make every effort to contact their direct supervisor or department head to obtain reporting instructions as Disaster Service Workers.
