Health Insurance Rates Examiner Anticipated Starting Salary Range: $50,000 - $60,000 Starting Salary Commensurate with Qualifications and Experience

The State Corporation Commission’s (SCC) Bureau of Insurance (BOI) seeks a Health Insurance Rates Examiner to join our Life & Health Division, which regulates life and health insurance companies in Virginia. Our mission is to ensure that the citizens of the Commonwealth are provided with access to adequate and reliable insurance protection, and that the insurance policies are of high quality, are understandable, and are fairly priced. The Health Insurance Rates Examiner primarily reviews accident and sickness insurance rate submissions to ensure compliance with the Virginia Insurance and Administrative Code. The SCC offers a hybrid work schedule (generally 3 days of telework, 2 days in office each week), on-the-job training, and opportunities to obtain related certifications and designations.

Job Responsibilities Analyze and review insurance rates and policy forms Determine rate filings’ compliance with insurance laws, regulations, and administrative rules Communicate with insurers and their consultants verbally and in writing about results of a review Assist with making necessary corrections to the filings Maintain clear and accurate records of all filings in accordance with section procedures Conduct research and highly detailed analysis Read and comprehend Virginia insurance laws and regulations Attend meetings and trainings, participate in special projects and team analysis, and complete related work as assigned

Preferred Qualifications Professional experience in health insurance and/or insurance rate reviews and filings Ability to review insurance rates and perform basic analysis of numbers and data Proficiency with general office software applications, including MS Excel Strong verbal and written communication skills with keen attention to detail with language and data Ability to read, understand, interpret, and apply sections of the Virginia Insurance and Administrative Code and to correctly determine their applicability to provisions in rate filings Willingness to ask questions, conduct research, and seek answers Ability to work independently and efficiently prioritize assignments Ability to establish and maintain professional relationships with SCC staff and industry personnel Knowledge of insurance terminology, underwriting, claims handling, and laws and regulations applicable to health insurance, ACA, long-term care, Medicare supplement, or managed care plans is a plus A college degree is desirable, but not required; however, without related professional experience, a bachelor’s degree is a minimum requirement

This position is classified in the SCC Salary Structure as a Grade P-7 or Grade P-9 and will be non-exempt or exempt from the provisions of the Fair Labor Standards Act (FLSA) depending on the candidate’s qualifications and experience.
