Voyatek is seeking applicants to occupy the position of Level 2 Developer to join our NYS Integrated Eligibility System Team located in Albany, NY. The mission of the Integrated Eligibility System (IES) is to enhance the well-being of New Yorkers by transforming health and human service delivery through coordinated business practices, modernized technology, and strategic partnerships. IES will provide eligibility, enrollment, case management, and payment functionality for Health and Human Service programs currently served by the Welfare Management System, Benefits Issuance Control System and other State systems. IES will build on the successful opening of the New York State of Health (NYSoH) by leveraging assets created for the health benefit exchange to modernize the eligibility system for health and human service programs.

Key Responsibilities: Daily activities include, but not limited to:Work with the technical leads and architects to transform the high- and low-level system design into technical components.Develop applications based on technical requirements, design & architecture principles & standardsProduce work products and applications that reflect and ensure system design and delivery are in line with business needs and project plan.Collaborate with other team members and stakeholdersOther duties as assigned

Qualifications: Level II- Between four (4) and seven (7) years of experience as a Developer7 years' experience in utilizing a variety of technologies and frameworks to achieve project goals, adapting to new tools as necessary with hands-on experience in full stack development using .Net Framework, .Net Core, J2EE, Spring boot, Java, C# or similar modern OO programming language, Web Services, Database, or web application development.More than 5 years’ experience working on complex projects including developing applications using SOA Design patterns, Microservices Containerization using Docker or OpenShift, Databases (including SQL Server, Oracle, and No SQL Databases) and Object-Relational Mapping frameworks and experience with Agile and Scrum development methodologies.

Desirable Qualifications: More than five (5) years' experience in developing responsive web applications with DevSecOps tools and processes (e.g. Azure DevOps, Git, SonarQube) to include experience with Continuous Integration and Continuous Delivery techniques.More than five (5) years' experience in implementing web applications using scripting languages such as Java Script, jQuery, Angular, React.Experience in code reviews, contribute to team knowledge sharing, and maintain high standards of software quality.Experience with demonstration of solutions by developing documentation, flowcharts, layouts, diagrams, charts, code comments and clear code.Experience with Test Driven Development and automated testing / unit testing frameworks.

The wage range for this role takes into account the wide range of factors that are considered in making compensation decisions. This includes, but is not limited to, skill sets, experience and training, licensure and certifications, and geographic location. At Voyatek, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current annual range is $56/hr to $66/hr.
